Phase 1 Build Proposal / 6.26.2026
For Eric, Jakub & the Illinois Climate Bank team

One portal.
Three programs.
Built to grow.

A branded intake portal for CPRG ZEV, CPRG Charging, and Prime Accelerator, built into your existing Illinois Climate Bank site. We build it, run it live fast, and hand you a clean foundation, set up so a later phase lets your team edit the forms yourselves.

Phase 1 Build ~4 Weeks / $10K to $12K
The Situation

Three programs.
No system
to take them.

ICB is launching three loan programs this summer: CPRG ZEV, CPRG Charging, and Prime Accelerator. More are already lined up behind them.

Today's intake is a Microsoft Form dumping into a OneDrive spreadsheet. No database, no document handling, no way to bring an applicant back for a second round.

The applications carry tax forms and SSNs. That data can't live in email and spreadsheets. It needs a real home.

The Investment
$10K to $12K Time + materials, billed monthly.

Pre-kickoff working range. We bill against actual hours every month. The cleaner we land the requirements, the tighter this gets. Final number locks before we ship.

~90 to 100 Hours of engineering

All engineering, no design hours. Overhead (PM, QA) breaks out on the scope spread.

Kickoff: TBD Ship: staggered, ~4 weeks from kickoff
What We're Building

One portal.
Every program.

01

CPRG two-stage intake

ZEV and Charging each run a qualification form with secure upload, then an emailed return link into a pre-filled full application.

02

Prime Accelerator application

A single-stage application on its own branded page, fields modeled on the CPRG full app, with secure upload and save-and-resume.

03

Program selector + branding

A landing page where applicants pick their program, each on its own path, all styled to the Illinois Climate Bank site.

04

Admin panel + submissions table

Your team signs in with Google or Outlook and works every submission from one table, filtered by program, with instant alerts on new entries.

05

Internal tracker push

Each submission and its status flows straight into your Excel or SharePoint tracker, so the pipeline updates without anyone re-keying a record.

06

Built to hand off

We structure the data and forms so a later phase lets your team add and edit fields yourselves. The foundation goes in now, so taking it over is an upgrade, not a rebuild.

Taste & Outcome

The difference
is in the seams.

The Old Way

Three forms, three spreadsheets, zero control.

Separate Microsoft forms feed OneDrive sheets. Tax docs land in inboxes. Staff hand-copy every record into a tracker, and nobody can tell ZEV from Charging from Prime.

"It's just a pre-app. It's not being automated at all."

The FYC Way

One portal that knows your applicants.

Three programs on one secure foundation. A single admin table, one-click CSV, instant alerts, and an automatic push into your tracker. Approved CPRG applicants come back to a form that already knows them.

"Never seen a SOW like that before."

Microsoft Forms + OneDrive One secure portal
From the call

"We just want our lending team to get this information electronically, work with it, and ask for more in a secure manner."

Next Step

Ready when you are, Eric.

Three programs on one secure portal, built into your Illinois Climate Bank site, in about 4 weeks from kickoff, staggered so CPRG ZEV can go first. We hand you a clean foundation, set up so a later phase lets your team take over editing the forms. The working range and full scope are inside. Reply and we'll lock the kickoff, or grab a time and we'll walk it live.
